The Walnut Creek City Council will consider endorsing four Nov. 3 ballot measures at its Tuesday, Oct. 6, meeting. The measures include a regional transit sales tax, a local school parcel tax, a city treasurer change and a statewide housing bond.

The council will also take up final adoption of an ordinance updating the city's accessory dwelling unit (ADU) regulations, a step tied to Walnut Creek's state-mandated housing element.

Both items appear on the meeting agenda for the 6 p.m. session at City Hall, 1666 N. Main St. Vote-by-mail ballots began arriving in mailboxes the week of Oct. 5, according to a city manager update.

Ballot measure endorsements

The council is set to consider resolutions endorsing Measure W, Measure T, Measure RTM and Proposition 1.

Measure W is a parcel tax proposed by the Acalanes Union High School District. It would levy $168 per parcel for eight years, raising about $6 million annually for local high schools including Las Lomas in Walnut Creek, according to the district's Measure W FAQ. The measure includes exemptions for eligible seniors.

It needs two-thirds voter approval.

Measure RTM is a regional sales tax that would add a half-cent per dollar in Contra Costa, Alameda, San Mateo and Santa Clara counties and one cent per dollar in San Francisco for 14 years to fund BART, Caltrain, AC Transit and other operators.

A September 2026 SPUR report projected an additional 15 minutes of morning delay and 20 minutes of evening delay on I-680 in Walnut Creek and Concord under a scenario involving major transit service cuts. SPUR supports the regional transit measure.

Measure T, according to the city's election page, would change the city treasurer from an elected to an appointed position. Proposition 1 would authorize $11.25 billion in state bonds for affordable housing and veteran homeownership programs, according to the state's voter guide.

ADU ordinance

The updated ADU ordinance sits on the consent calendar, where items are generally considered together in one vote unless removed for separate discussion. The council introduced the ordinance on Sept. 15, according to the Oct. 6 agenda.

The ordinance includes updates to Title 10 of the municipal code covering ADU regulations and public hearing notices. It implements Housing Element Program H-4.I.

Other business

The agenda includes acceptance of up to $210,000 in Community Development Block Grant funding for Americans with Disabilities Act sidewalk improvements on North Main Street between Bonanza Avenue and Lincoln Avenue.

BART and County Connection will present at the start of the meeting. The council will also consider accepting the Shadelands Property and Business Improvement District annual report for fiscal year 2025–2026 and accepting the Heather Farm Park synthetic sport field project as complete.

Residents can submit written public comments to [email protected]. Comments received by 4 p.m. Tuesday, Oct. 6, will be distributed to the council before the meeting and posted online. Later submissions will be provided to the council the following day.
