Drivers on Norris Canyon Road will keep squeezing through a single lane controlled by K-rails and stop signs for at least another year while Contra Costa County prepares a $3.74 million embankment repair.
The closure between Ashbourne Drive and the Alameda County line has been in place since the 2023 winter storms buckled the road's embankment. Construction is not expected to begin until summer 2027, according to the county's project page, meaning the bottleneck will have lasted more than four years by the time crews break ground.
What the county plans to build
The fix calls for a soldier pile wall, a retaining structure made of steel beams drilled deep into the ground, to stabilize the slope and restore both lanes. The project is allotted 70 working days, with completion estimated by the end of summer 2027.
Project manager Kara Schuh-Garibay of the Contra Costa County Public Works Department is overseeing the work. Bidding is set to open in fall 2026, with utility relocation scheduled for September 2026 before construction can begin.
Permits and funding
The county applied for Federal Highway Administration Emergency Relief funds in September 2023 and received approval in November 2023. The project is co-funded by California's SB1 gas tax revenue.
Design plans reached 100% completion in May 2026, and the county submitted a construction funding authorization request to Caltrans in June 2026. As of August 2026, the county had received two of three required environmental regulatory permits. The third remains pending, a potential factor if it delays the fall 2026 bid schedule.
Comparable project finished in December
The county completed a similar soldier pile wall repair on Wildcat Canyon Road in December 2025 at a cost of $2.61 million, also funded through FHWA Emergency Relief and SB1 dollars. That road reopened Dec. 17, 2025.
What drivers should know now
One lane remains open in both directions through the damaged stretch, with K-rails channeling traffic and stop controls managing flow. The wait is not over.
Residents can track updates and download bid documents when available at the county's project planroom. Bidding is set to open in fall 2026.
